The ICN is the country's premier fiber-optic network, committed to continued enhancement of distance learning and providing Iowans with convenient, equal access to education and government. The Network makes it possible for Iowans, physically separated by location, to interact in an efficient, creative, and cost-effective manner. Through partnerships with education, medicine, the judicial system, government agencies, and the National Guard, the Network brings live, full-motion video to over 700 classrooms around Iowa, located in schools, National Guard armories, libraries, hospitals, and federal and state government offices. ICN services include full-motion video, video over IP, voice, data, WAN connections, and high-speed Internet.

The ICN provides voice, video, data, WAN connections and Internet via an expansive network of state-owned and leased fiber.

Through Iowa's broadband infrastructure and partnerships, broker access for Iowans to acquire the highest quality education, medical, judicial and governmental telecommunications services.

Organization
  The Iowa Communications Network is a state agency that administers Iowa's statewide fiber optic telecommunications network.
  ICN's customers are authorized users, under Code of Iowa, including: K-12 schools, higher education, hospitals, state and federal government, National Guard armories, and libraries.
  Business office is located on the State Capitol Complex in Des Moines, Iowa.
  The hub and Network Operations Center are located at the Iowa National Guard Joint Forces Headquarters (JFHQ) in Johnston, Iowa.
  The Iowa Telecommunications and Technology Commission (ITTC) is the governing body of the ICN. The Commission provides for the centralized, coordinated use and control of the Network.
  Dave Lingren, the executive director, is appointed by the ITTC.
  Administrative and operational functions of the ICN are performed by the Business and Governmental Services Division, Finance Division, and Network Operations & Engineering Division.
  Fees for services make up the majority of the revenue received by the ICN. The ICN has not received a General Fund appropriation since FY 2004.

  The ICN provides voice, video, data, WAN connections, and Internet services.
  There are currently over 700 ICN MPEG-2 video classrooms located in education facilities, government agencies, hospitals, armories, and public libraries throughout the state.
  ICN now offers a managed IP Video service, bringing the convenience of videoconferencing to your desktop or laptop.
  The ICN serves nearly 12,000 telephone, fax, and modem numbers in the Des Moines metropolitan area.
  In FY 2007, the Network entered the first phase of a seven-year plan to upgrade telephone service for the Capitol Complex.
  ICN voice conferencing services offer customers instant access to conference calls.
  ICN bandwidth and data services continue to climb at a steady pace, more than doubling in the past two years. This reflects the demand and need for greater access to high-speed Internet by ICN's authorized users.
