When the Iowa Telecommunications and Technology Commission was formed in 1994, it was authorized to develop advisory committees.  At the same time several advisory groups were implemented to assist various categories of authorized users in adopting rules for their use of the Iowa Communications Network as well as to provide guidance to the Commission regarding specific needs to their user groups.  The Administrative Telecommunications Advisory Council (ATAC) was created by the Commission while the Education Telecommunications Council and Regional Telecommunications Councils were established in the Code of Iowa.
